POSITION DESCRIPTION

Class Title: Recreation Supervisor Teen/Climbing Wall

Department:  Parks and Recreation

Date:  June 1, 2009

GENERAL PURPOSE

 Performs administrative, supervisory and professional work in the operation, maintenance of specialty equipment and in the coordinating of various programs in the gymnasium, youth/teen center, climbing wall, Crystal Springs Recreation Area or fitness center. Provides supervision to the Kidventure Summer Camp and After School for Kids Program. Trains or leads participants in the activity or equipment use. Helps in the set up and take down of tables and chairs for programs and rentals.  Creates and supervises programs for all ages

SUPERVISION RECEIVED

 Works under the direct supervision of the Department Coordinator and under the general supervision of the Director of Parks and Recreation.

SUPERVISION EXERCISED

 Supervises participants while participating in specific programs or use of the facility and equipment.  May also supervise the Assistant Supervisors, other employees and volunteers, in their work area as assigned.

 ESSENTIAL DUTIES AND RESPONSIBILITIES

 Manages and supervises assigned operations to achieve goals within available resources; plans, organizes and leads activities for participants; trains, motivates and evaluates assigned staff, reviews progress and directs changes as needed.

Provides leadership and direction in the development of short- and long-range plans, gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.

Communicates official plans, policies and procedures to other staff and the general public.

Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budget funds, personnel, material, facilities and time.

Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.

Issues written and oral instructions; assigns duties and examines for exactness, neatness, and conformance to policies and procedures.

Maintains harmony among participants and resolves issues or communicates them to Department Supervisor/Coordinator or Administration if needed. Performs or assists subordinates in performing duties; adjusts errors and complaints.

Prepares attendance, accident and routine reports.

Coordinates staff and volunteers in the development and implementation of programs.

Directs the patrolling of the program area and the enforcement of safety rules and regulations.

Supervises classes, programs, workshops and activities for persons engaged in programs and co-sponsored programs.

Plan, supervise and implement programs and activities for the Kidventure Summer Camp and After School for Kids program. Supervision will include part-time staff and participants on a daily basis.

Performs a variety of miscellaneous duties such as answering phone, typing correspondence, running errands, picking up supplies needed for activities.

Writes and manages grants for trail construction and supplies for Crystal Springs Recreation Area.

Maintains daily attendance records using sign in sheets from Crystal Springs Recreation Area.

Maintains daily attendance records for the climbing wall area utilizing the sign in sheets.

Registers program participants or pass plan holders, facility bookings; collects and receipts fees; provides program information.

Responds to public inquiries about recreation programs made by telephone, correspondence, or during public meetings.

Prepares for publication a variety of letters, posters, news releases, flyers, and related communications regarding recreation programs.

Coordinates, schedules and maintains related records and statistics for programs and personnel at the activity area(s).

Coordinates special programs, registers participants, collects fees, and distributes equipment.

Promotes interest and provides information regarding recreation programs to the general public and others as requested.

Oversees the maintenance of the program area(s). Monitors and maintains equipment.

Maintains inspection records of climbing equipment to include auto belays and routine maintenance.

Oversees the inspection of the auto belays insuring they are inspected weekly and recertified on a yearly basis according to the manufacturer’s instructions.

Prepares the program area and facility for the opening and the closing; inventories and properly stores all equipment; cleans facility.

Cross-trained to serve in other department areas, which may include but is not limited to front desk, fitness desk, gym, youth teen center, pool office.

PERIPHERAL DUTIES

Performs tasks within the department during the non-program time; supervise leagues; assists in maintenance of facilities; assists in organization of programs and activities.

Other duties as may be assigned.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

  1. Graduation from a high school with preference of college courses in recreation or a closely related field.
  2. Two years recreation experience in recreation including programming; or
  3. An equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

  1. Considerable knowledge of recreation philosophy, planning and administration; Considerable knowledge of the equipment, facilities, operations and techniques used in a comprehensive community recreation program;
  2. Skill in operation of listed tools and equipment; Skill in First Aid and CPR.
  3. Ability to develop, coordinate, and direct varied activities involved in a community recreation program; Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, participants, instructors, community leaders, and the general public; Ability to communicate effectively orally and in writing; Ability to plan and supervise the work of paid staff and volunteers.

SPECIAL REQUIREMENTS

Valid state driver’s license or the ability to acquire one. First Aid and CPR certification, experience or certifications in the areas of rock-climbing facilitation or climbing walls, fitness equipment (free weights, cardio and strength), and youth/teen centers preferred.

Required training and/or certifications will be paid for by the Town; however, if the employee resigns prior to six months of employment, any fees paid by the Town will be reimbursed to the Town.

TOOLS AND EQUIPMENT USED

Computer, fitness equipment, climbing equipment, kitchen equipment, DVD/TV, calculator, copy machine, portable radio, automobile, telephone, cash register, digital camera, ID camera and laminator, etc.

Fringe Benefits for Full-Time Employees:

A. Sick Leave - Town employees earn 1 1/4 days (10 hours) per month for a total of 15 days (120 hours) per year of sick leave. The maximum number of days an employee hired after January 1, 2014, can accrue is 90 days (720 hours) of sick leave. After at least five years of service with the Town of Wytheville and upon retirement, the employee is reimbursed at a rate of twenty-five percent for the accrued sick leave up to a maximum of $5,000.00.

B. Annual Leave - Employees for the Town of Wytheville earn one day per month of annual leave. The amount earned increases with the duration of service to the Town. The amount earned and the amount that may be accrued increases at years five, ten, and fifteen. Upon separation, the employee is reimbursed for one hundred percent of accrued annual leave.

C. Health Insurance - Employees of the Town of Wytheville are offered, at seven percent premium charge, health insurance by The Local Choice managed by the Commonwealth of Virginia Department of Personnel and Training. The Town's insurance policy offers three insurance plans to choose from, the Key Advantage 250 Plan with a $20 per visit co-pay plus dental and vision coverage, the Key Advantage 500 Plan with a $25 per visit co-pay plus dental coverage and the High Deductable Health Plan with 20% coinsurance after a $2,800 deductible. The additional premium for the employee, employee plus one, or family coverage is deducted from the employee's paycheck.

D. Disability Insurance - Employees of the Town of Wytheville are offered, at no charge, long-term disability insurance by Lincoln National Life Insurance Company.

E. Retirement - The Town is a member of the Virginia Retirement System (VRS). All full time employees of the Town are required to enroll in the system and are thus entitled to receive all benefits offered by the Plan. This benefit is at a five percent (5%) cost to the employee and will be deducted from the employee’s paycheck on a pre-tax basis for federal and state taxes in accordance with Section 414(h) of the Internal Revenue Code. The Town contributes 10.64% for each full-time employee.

F. Group Life Insurance - Town of Wytheville provides group life and accidental death and dismemberment insurance as provided for in the VRS Handbook for Members for all full time employees at no cost to the employee. The coverage is two times the employee’s annual salary rounded to the nearest thousand.

G. Holidays - The Town of Wytheville observes eleven paid holidays. Full time employees are paid their regular rate of pay for days designated as Town holidays in Section 5.9 of the Personnel Rules. For full-time employees, a holiday is eight hours and a half-day holiday is four hours. The yearly cumulative total of holiday time cannot exceed 88 hours. Eight hours of Personal Leave Time will be given to all full-time employees each January to be used within the calendar year.

H. Community Center Membership – All full-time employees are provided a free Silver Level membership to the Community Fitness Center, which is a $275.00 annual value.
