Description

PROGRAMMING & OPERATIONS ADMINISTRATOR duties and responsibilities include, but are not limited to:

  • Reports directly to the Parks and Recreation Deputy Director
  • Provides advice and feedback to the Parks and Recreation Deputy Director concerning programs and policy innovations, changes, and enhancements
  • Provides leadership and oversees the core services provided by the Programming and Operations Division
  • Directs a large, comprehensive division encompassing multiple budget units and diverse, off-site park and recreational facilities
  • Responsible for the development and implementation of year-round, diversified park and recreation programs and services for all ages, groups, and levels of interest throughout the City
  • Collaborates with other City of Virginia Beach departments, agencies, Civic Associations, not for profit organizations, constituents, groups and Virginia Beach City Public Schools to ensure a systems approach in meeting the needs of the citizens; does related work as required
  • Oversight of an annual budget of $21 million, 238 full-time employees, and approximately 842 part-time employees
  • Guides opportunities that have a maximum impact on the quality of life enjoyed by all citizens, by planning, promoting, and developing services and programs
  • Stimulates and actively initiates change
  • Conveys information and ideas in an open and articulate manner
  • Continues the Department's reputation for excellence with visionary direction and leadership, while directing the administration of an integrated and diverse city-wide municipal system of parks and recreation facilities, programs, and services
  • Provides community and professional leadership on a wide variety of Parks and Recreation issues through involvement with the Parks and Recreation Commission and other community groups and committees

Required Experience

MINIMUMS: Any combination of education and/or experience equivalent to eleven (11) years in fields utilizing the required knowledge, skills, and abilities, and in areas such as recreation administration, parks administration, business administration, or public administration. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements.

SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status.

SPECIAL INSTRUCTIONS: This is an Alpha I position, which requires reporting to work during periods of emergency or inclement weather, regardless of the City’s operational status.
