DESCRIPTION
Under general supervision, plans and administers the daily operations of a comprehensive county parks system. The primary focus is to provide facilities that a safe, clean and ready to use.

ESSENTIAL FUNCTIONS
-Supervises seasonal and/or volunteer personnel; coordinates work activities; organizes, prioritizes, and assigns work to subordinates; monitors work in progress; assists employee concerns and problems; evaluates employee performance.
-Supervises contractual work; monitors progress.
-Assist with development of parks short and long-range plans; participates in the development of the parks budget.
-Analyzes park needs and creates cost estimates for improvements/expansions; creates and recommends a yearly project list and maintenance plan.
-Assists in the design and preparation of park master plans.
-Maintains the necessary park pesticide application certification.
-Directs and assists in sportfield layouts and related preparations.
-Formulates solutions to site problems such as drainage, erosion, overuse etc.
-Perform a variety of maintenance tasks relating to parks facility.
-Monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
-Procures supplies, equipment and services; monitors expenditures to ensure compliance with approved budget.
-Prepares and maintains a fixed asset replacement plan.
-Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures.
-Meet with community groups in regard to park concerns and projects.
-Assists with preparation and operation of special events and projects.
-Develops and manages an athletic turf management program for the Culpeper Sports Complex and various other facilities.

JOB SPECIFICATIONS
Skills, Abilities, & Other Requirements

· Knowledge of mixing and applying fertilizers, insecticide, fungicides and herbicides and maintaining accurate records.

· Skilled in the maintenance and upkeep of parks, and identifying potential improvements in recreation programs.

· Knowledge of trees, shrubs, wetlands, and natural areas

· Knowledge of and skilled in the use of park machinery and equipment

· Ability to properly identify flora and fauna

· Ability to properly apply pesticide applicators

· Ability to work without direct supervision

· Ability to operate a motor vehicle and various office equipment

· Ability to hire, supervise and evaluate subordinates

· Ability to effectively communicate ideas and proposals verbally

· Ability to handle a variety of patron issues

· Ability to cooperate with elected officials, customers and co-workers

· Ability to provide the highest level of customer service

· Ability to coordinate, manage, strategize, and/or correlate data and/or information

· Excellent interpersonal skills and ability to work in a team environment

· Ability to instruct and train other staff in methods and procedures

MINIMUM QUALIFICATIONS & EXPERIENCE
Education and experience equivalent to a Bachelors degree in agronomy, park management, resource management, or related field. Must have knowledge or ability to obtain certified pesticide applicator, certification.

SPECIAL REQUIREMENTS
Must possess satisfactory results of a criminal history background check, child abuse clearance and posses a valid CPR/First Aid Certification. National Playground Safety Instructor certification preferred, but not required.

WORKING CONDITIONS
Work in normally performed in an outdoor setting. Work frequently requires strenuous physical tasks, including bending, stooping, lifting and carrying items weighing 20 to 50 pounds, with occasional lifting of items weighing over 100 pounds. May require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, humidity, rain, temperature and noise extremes. Work environment exposes employee to potential injuries and exposure to various chemicals.
