Description

Parks, Recreation, and Tourism are seeking an enthusiastic and dependable employee who wants to be part of the Chesapeake team. This position is primarily responsible for, overseeing, leading, and participating in the daily scheduled work assignments of Groundskeepers and Facilities Maintenance crews to include routine and preventative maintenance and repairs, special projects, custodial work, landscaping and grounds maintenance work, customer service, and logistical support for City-sponsored functions and special events. Crew work activities will involve operating specialized motor equipment, power tools, and hand tools, perform routine and skilled tasks such as grading, mowing and trimming of turf, landscaping, planting, weeding, fertilizing, pruning trees and shrubs, removing dead vegetation and wood debris, edging, mulching, paving, perform repairs and construction, water system testing. Crew Supervisor tasks will include but are not limited to:

Oversees, coordinates and performs the maintenance, repair, construction, custodial work, park horticultural projects, and activities for the assigned area to include; park and campground grounds maintenance, cleaning, and stocking of supplies, fence repairs, sign fabrication, playground equipment inspection, and repair, new construction and maintenance of bridges, sidewalks, trails, turf, park facilities, roadways, water system testing and routine maintenance; as well as arboricultural work.

Directly supervises assigned staff, plays a participating role in staff leadership, development, training, problem resolution, evaluating performance, recruiting, counseling, and disciplining.

Assists with the administration and development of staff organization, employee relations, work schedules, work methods, policies, and procedures, prioritizing work projects, timekeeping, budget, and procurement activities.

Plans, and prioritizes work and issues assignments, schedules, routes, and other related details. Assists with contract specifications, monitors and inspects contractor performed work to ensure compliance.

Monitors and reviews work assignments and determine needed resources such as tools, equipment, etc., and prepares resources to complete work requirements, which include submitting requests for inventory, supplies, parts, and equipment; estimates costs, labor requirements, and time-lines to completion.

Ensures work methods, worksites, staff, and equipment are in compliance with all safety requirements, procedures, laws, and policies.

Performs, oversees, and coordinates various grounds maintenance such as mowing, trimming of turf, landscaping, and landscape bed maintenance, pruning trees and shrubs, weeding, fertilizing, aeration, removing dead vegetation, edging, and mulching.

Oversees, coordinates, and participates in providing logistical support for numerous City-sponsored functions and special events; set-up and breakdown tents, fencing, barricades, and other various recreational and sound equipment, perform pre and post-event activities such as clean-up and trash removal.

May supervise work inmate crews from the Sherriff’s Department workforce program.

Performs safety inspections of turf area, parking lots, parks, recreational facilities, and sidewalks, and ensures that the required repairs are completed, to ensure the safety of citizens, participants, employees, and visitors.

Inspects equipment, ensures compliance with safety standards, performs minor maintenance, and reports malfunctions, deficiencies, and damages to city garage and management when appropriate.

Performs inspections, preventative maintenance, and general repairs on water treatment processes at various park facilities collect water samples and conducts routine water testing at various sites.

Maintains, schedules, and documents repairs, preventative and routine maintenance, and inventories of vehicles, equipment, parts, and tools for assigned areas.

Develops, completes, and maintains logs, forms & records, record timekeeping, material expenditures, equipment status, and other work-related information such as personnel records.

Gathers and maintains information to support periodic and special reports documenting activities and events for the area of responsibility.

Coordinates with other city departments, contractors, volunteer organizations, and other outside agencies on events, programs, complex projects, or other matters of mutual concern to ensure successful implementation, performance, and customer service.

Provides customer service relations to a diverse population that meets the expectations of the City’s Customer Care standards.

Operates common hand and power tools, dump truck, front-end loader, specialized mowers, chipper, backhoe, topdresser, small grader, commercial riding mowers, farm-type tractor with implements, and other related heavy equipment; participates in all types of work assignments as necessary.

Attends or conducts staff meetings, training sessions, seminars, conferences, and classes to exchange information and improve skills.

Ensures custodial duties to include cleaning and stocking have been completed at park and campground restrooms, storage, service areas, and offices, and are maintained according to standards. Ensures all litter and trash are picked up, and trash receptacles are emptied, at all sites at a minimum of once a week.

Performs various clerical tasks such as timekeeping, data entry, emailing, phoning, faxing, filing, and copying.

Performs other duties as assigned.

Required Experience

Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards. A Commercial Driver’s License (CDL) may be required. Special skills or equipment certification may also be required.

Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Have at least 3 year of previous supervisory experience in groundskeeping, landscaping, horticulture, facilities maintenance or other related field.

Must have basic computer skills.

Must be able to read written instructions, drawings and diagram and prepare written reports.

Must be able to lift 50 lbs., and operate front end loader, backhoe, farm type tractor with implements and commercial riding mowers.

Advanced knowledge of standard operations and best practices for general grounds keeping, landscaping, repair work and maintenance.

Experience in the maintenance and repair of various outdoor recreational equipment.

Customer service experience.

Pesticide applicators certification.

Playground safety inspector certification (CPSI)
